This one story City Hall building is irregular in plan and has a low overlapping gable roof. The building is constructed of concrete. A concrete foundation supports the building. The windows are aluminum sliders and fixed pane. The west end has Fire Department doors, and there are two fire truck doors to the rear. There is an overhang with exposed boards. The windows have been altered. The building faces south on the corner of Monmouth Street and South Second Street and is in good condition.

In the 1990's the fire department moved to a new facility on the border with Monmouth and the building was remodeled.  The Police Department built offices in the former fire bays and City Hall and the Council Chambers expanded to occupy the entirety of the east side of the building.
