This one and one half story residence is asymmetrical in plan. It has a hip roof with a projecting front gable and partial returns. The exterior is sided with wide shiplap siding with cornerboards and shingles in the gable ends. A post and beam foundation supports the building. The windows are one over one double hung wood sash with a projecting cornice. Leaded glass windows embellish the front elevation. The wraparound porch has jigsawn brackets and turned posts. The shed roof dormers on the north and south elevation are later additions. The building faces east on South Fourth Street and is in excellent condition.
The building was occupied by Ray Howard in the 1940's. Howard was the chief of police in Independence for many years.
